The Consensus Proposal defines at a high level the set of specifications and service descriptions for Simple Health Transport. At the very highest level, the consensus proposal describes an interoperable set of addressing and transport specifications allowing transport of content, ranging from simple text messages to highly structured clinical messages and documents, with associated content metadata.

- XDR and XDM for Direct Messaging describes how to package source and destination in the SOAP headers to separate addressing metadata from content metadata and how to map from Internet Message Format messages sent over SMTP to the corresponding IHE profiles
